(1) When recommending the merit order for admission, the Communication Institute shall publish the names of the candidates according to the merit order up to twenty-five percent of the position and at least one person in the waiting list.
(2) If the recommended candidate does not come to pick up the appointment letter within one month or is absent from the office without receiving the appointment letter or leaves the service within the trial period after receiving the appointment letter, the manager shall appoint the person who is in the waiting list according to the merit order.
